International Panel to Strengthen Transnational Education and Global Partnership

          Education in the 21st century emphasises the development of “global citizens” who possess the skills, knowledge, and attributes necessary to work, learn, and contribute alongside the international community. Transnational Education (TNE) has thus become an essential approach in building a flexible and open learning system that enhances access to quality global education—whether through dual/joint degree programs, the establishment of joint international institutions, or cross-border online learning. At the same time, international educational cooperation faces new challenges, such as resource disparities, policy differences, and political or economic constraints. Therefore, there is a pressing need for an “exchange platform” to discuss collaborative pathways for advancing TNE and building global strategic partnerships.

Objectives:

The International Panel to Strengthen Transnational Education and Global Partnership was initiated to address these needs, primarily serving as a forum for dialogue among educational leaders, university administrators, and stakeholders worldwide. Together, they will shape strategies for developing TNE that are high-quality, sustainable, and mutually beneficial.

  1. Promoting Borderless Education – The panel will foster the exchange of best practices in TNE, covering aspects such as policy, curriculum, qualification recognition, management, and learning technologies. This will elevate the quality of education to meet international standards.
  2. Building Global Academic Partnerships – The platform will be a vital channel for connecting collaborations among universities, research institutions, and educational organisations across nations, with common goals such as developing dual/joint degree programs, student and staff exchanges, and international research.
  3. Enhancing Institutional Roles in the Global Arena – For developing countries or institutions, participation in such an international forum will promote academic recognition, strengthen reputation, and open new opportunities for funding, collaborations, and global ranking.
  4. Addressing Shared Educational Challenges – The panel will enable countries to engage in dialogue on pressing challenges, including the impact of AI technologies on education, educational equity policies, sustainability, and post-pandemic recovery, leading to the development of effective joint practices.
  5. Advancing Global Education Policies and Mechanisms – Outcomes and recommendations from the discussions can contribute to designing regional or international policies and agreements, such as joint qualification recognition, scholarship support systems, or mechanisms for monitoring the effectiveness of international collaboration initiatives.
